LTTC BESTEP — Test Information (Academic Year 114, 2025–2026)
In 2021 (ROC Year 110), the Ministry of Education launched The Program on Bilingual Education for Students in College (BEST Program), aiming to build a bilingual teaching and learning environment in higher education, strengthen university students' English proficiency, and promote English as a Medium of Instruction (EMI) to enhance the overall international competitiveness of higher education. To foster positive interaction among English teaching, learning, and assessment, and to align with clear language-proficiency standards in order to track students' learning progress and the relationship between curriculum and assessment, the Ministry of Education subsidized the Language Training and Testing Center (LTTC) to develop and administer the BESTEP (Bilingual Education Standard Test of English Proficiency).
I. Test Information
- (1) Test Purpose
- The primary purpose of this test is to assess the English proficiency of college and university students and to provide feedback on their English learning outcomes during their studies.
- (2) Test Dates

Participants may freely register for the full four-skill session (Speaking, Writing, Listening, Reading), the Speaking & Writing session, or the Listening & Reading session.
- Speaking & Writing Session: October 18, 2025 (Sat.)
- Listening & Reading Session: November 22, 2025 (Sat.)
Note: The exact test session times will be announced separately by the test administrator after the number of registrants is confirmed.
- (3) Eligible Participants
- Currently enrolled regular students at our university (including both undergraduate and graduate students).
- (4) Test Venue

- Speaking Test: Language Center, 2nd Floor, Library Building, CCU
- Writing & Listening / Reading Tests: General Classroom Building, CCU
- (5) Test Duration

- Speaking: approx. 15 minutes
- Writing: approx. 50 minutes
- Listening: approx. 35 minutes
- Reading: approx. 50 minutes
- (6) Test Fee
- Free of charge (fully subsidized by the Ministry of Education).

- Students from the Colleges of Engineering, Management, and Education — please contact your College's EMI Center directly.
- Students from other colleges — please register at the Language Center.
- (8) Quota Allocation

Due to limited quota subsidized by the Ministry of Education, registrations will be ranked in the following order. After the deadline on 9/12 (Thu.), applicants will be notified separately whether their registration is successful:
- Freshmen registering for all four-skill tests
- Freshmen registering for partial tests
- Sophomores and above (including graduate students) registering for all four-skill tests
- Sophomores and above (including graduate students) registering for partial tests
* Applicants who have previously been absent without notice from this test will lose priority eligibility.
