About the Center

National Chung Cheng University (CCU) has long placed great emphasis on cultivating students' English proficiency. To enhance students' English communication abilities in international contexts, Freshman English courses administered by the Language Center have long adopted English as the primary medium of classroom communication. The focus of English skills instruction has also shifted from traditional reading and listening training to the development of speaking and writing expression abilities. Combined with the academic English skills support provided by the Applied Language Studies Program, this facilitates students' transition into EMI (English as a Medium of Instruction) courses in their respective specialized fields.

Since Academic Year 110 (2021–2022), CCU's College of Engineering and College of Education have received funding from the Ministry of Education's BEST Program (Bilingual Education for Students in College) and have begun implementing English-medium instruction. The Language Center established the EMI Resource Center in June of ROC 111 (June 2022). The Center serves as the liaison between CCU and both the Ministry of Education and TWAEA (Taiwan Assessment and Evaluation Association), and is responsible for administrative affairs and the planning of university-level budget allocation.

During the second stage of the first phase of the MOE BEST Program, CCU's College of Management was newly added as a funded college. Currently, three colleges at CCU have received MOE BEST Program funding as Key Cultivation Colleges: the College of Engineering, College of Management, and College of Education. These three colleges have each established their own EMI Promotion Working Groups, providing EMI teaching resources and instructional incentive mechanisms for the bilingual program. They have also implemented various incentive programs for students taking EMI courses and English proficiency tests, aiming to increase the percentage of students completing EMI courses and reaching CEFR B2 level. Through gradually building a bilingual teaching and learning environment in higher education, the program seeks to enhance students' English proficiency and international competitiveness.
